BOP private facilities do not provide for the same level of programming as BOP facilities, nor do they house inmates needing higher levels of medical care. While most low security criminal aliens (75% nationwide) are able to be housed in private facilities, approximately 25% require greater levels of medical or mental health care, or have security reasons requiring them to be housed in BOP facilities. Privately contracted facilities provide the BOP with an effective means of managing low security, specialized populations such as criminal aliens and other offenders; they provide the BOP with flexibility to ramp up or down our capacity and costs relatively quickly based on population and needs and funding.125
