1. Generosity: there are three forms of practice, including giving of material wealth, the dharma, and fearlessness. The government’s distribution of resources to poor people is the giving of material wealth; the propaganda of the CCP is the giving of the dharma; and the training of the oppressed and the organizing of meetings for them to recount their sufferings in the counterrevolutionary campaigns is the giving of fearlessness.

2. Kind words: this refers to talking to sentient beings with words of meaningfulness, truth, and the dharma. Government officials inspire the public by kind words for socialist reconstruction.

3. Beneficial actions: CCP cadres help the people to solve their difficulties in production, organize cooperative societies, and distribute farm products.

4. Cooperation: this consists in being humble before the public, learning, and working together with the people.
