Benson replied that although prohibiting grazing might be a fine idea in theory, in practice it would prove difficult, for ranchers faced a desperate shortage of water:

I believe this is a very important move to keep live stock out of the nesting area, especially in the nesting season. . . . But I realize under the present condition it is going to be a rather difficult proposition to handle. . . . It is a desperate condition where there is a shortage of water for live stock, and the proposition will need carefully [sic] consideration.71
